check联系国会代表的问题： 写哪个federal agency

被check 了超过三个月， 联系了国会代表，他叫我描述issue dealing with fedral agency， 和自己想要的解决方法。

那我是写哪个fedral agency 呢？ 大使馆还是DOS？
还有写解决方法。。。是写给我clearance 吗。。。是不是太直接了。。

找代表我在下面找我学校区里的代表，senator我没去找，牌太大，估计没用。。。

应该是dos吧 顺便问下lz是如何联系到国会代表的呀？
