在美办加拿大签证被deny怎么办

朋友最近在办加拿大签证，目前是F1身份但是visa已经过期。收到回复加签被deny, 原因是
1. I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your immigration status.
2. You have not provided sufficient evidence to indicate establishment in home country or country of residence

朋友已经办完opt-extension并且有ead（没有提交）， 请问大家visa过期可以在美办加签吗，如果有成功案例，需要提供哪些材料证明呢？
