关于UMich ISD MEng项目的official offer问题

求助各位大佬： 2.13 接到umich ISD graduate coordinator发来的recommend：
Congratulations! The admissions committee has completed review of your application and we are pleased to recommend you for admission to the Master of Engineering in Automotive Engineering. Attached is the committee's recommendation.

Your application is now under administrative review. The College of Engineering will be in touch soon with notice of your official admission decision.

2.18 收到学院发来邮件说要bank statement 和passport：

We request that you submit proof of support so that we can finalize your admission and issue a visa document.

2.20 目前还没收到official admission decision，请问各位大佬这个意思是要交 bank statement才给official ad么？
刚刚看到同是接到recommend的IOE项目的同学都已经收到 official ad了，心里有些慌。。。
（我申的是meng，看地里现在接到official ad的都是IOE的MS，走的graduate school，MEng好像走 college of engineering）

路过的各位大佬请帮小弟看一下，感激不尽！！！
