Response from my lawyer, fyi.

"From our experience, the USCIS is still approving I-140 and I-485 applications. We just had a handful of cases approved this past week due to priority dates becoming current in June.

The current understanding among attorneys is that USCIS is trying to prioritize all the delayed naturalization cases so that applicants can be citizens before the November elections.  USCIS will schedule interviews for I-485 applications as times become available, but due to social distancing guidelines, they care limited in the number of cases they can interview each day. Therefore there will be an overall delay in approval of I-485 application.

However, none of this should affect your case, which is at the I-140 stage. I-140s are processed at the USCIS service centers and have not experienced any significant delays in processing. If approved, you would need to wait about 3 to 4 years to submit I-485, so presumably it would not be affected by the COVID-19 delays at that time."
