EO新的exception基本上可以让目前等h1b的人都可以豁免

根据我的理解，
h1b extension 明显符合“resume ongoing employment”这个exception
new employment的应该会落到最后一个5个indicator选2的exception里：
其中第一个indicator说For LCAs approved by DOL before July 2020, this indicator is only met if the consular officer is able to determine from the visa application the continuing need of petitioned workers with the U.S. employer. 是不是只要你的雇主要你，你就符合这个exception？
然后大部分人wage应该都比prevailing wage高15%，这样5选2的exception就满足了。
这样岂不是基本人人都可以拿h1b了？
