OPT EXT期间被Layoff, H1B withdraw没在Oct 1之前process，出现了没有有效身份的问题

I am really sorry to hear your situation. The best way to do it is your IT staffing company could do H1b transfer for you in this month or as soon as possible.
You are actually in your H1b grace period right now, though it is really tricky.
If they could submit all the thing at the end of this month, you will be ok.

现在h1b理论是无效的，而且因为没有原公司的paystub所以不能transfer。如果要提交新的h1b得等到明年四月的抽签和10月的生效。而b2不能工作。现在转b2又不是想转就转的，会被质疑动机，不通过怎么办。

My experience is a little bit similar with yours, but it is not exactly the same.
I will highly recommend you to ask your employer to work on the LCA right now and find a good lawyer to work on your case. In this case, you will not waste your H1b slot.

If you are pretty sure your company will not do the H1b transfer, I would recommend you to contact your school's international office and try to active your opt again. However, your H1b slot is gone.

1. I received [proof of withdrawal of the LCA that supported 前雇主's H1B for me] from my previous employer's lawyer - basically U.S. Department of Labor said my case has been withdrawn. So I guess my H1B is gone for sure, right?
2. I have asked my school to not close my OPT EXT, but it is closed for now. and my school also said 'it is very likely that USCIS will deny my request to reopen my case since it is already 10.1 and H1B is activated'.
