疫情期间第三国办F2

3月底递交了转F2的申请，现在连录指纹的消息都没有，如果留在美国等F2不知道要等多久。想去第三国办F2了，有没有小伙伴介绍下经验呀？

转 F1 办不下来不能上学，所以我得出国。可是 LZ 转 F2 急什么呢？

只要 USCIS 没拒你的申请，你在境内呆着都合法啊。我觉得犯不着冒风险前往第三国办签。

谢谢！问大使馆是否办f2了，回复说yes，可以办理学生签证（没说清楚f1还是f2），但下面跟着的注意事项都是讲f1的。

使馆回复原文如下：
Dear xxx,

Thank you for your message.

Yes, we are processing student visas for all applicants at the U.S. Consulate General in Guayaquil.

In order to apply, you should have already received the I-20 form and paid the SEVIS fee.

. check 1point3acres for more.Then, you must complete a DS-160 form at: https://ceac.state.gov/GenNIV/ , and visit the Official U.S Department of State Visa Appointment Service web: https://ais.usvisa-info.com/en-EC/niv to pay the fee ($160) and schedule an interview.

Important:

If you already began the visa application process in a country other than Ecuador, the MRV fee cannot be transferred for a visa application in Ecuador. You would need to follow the process described above.
You must have an I-20 issued by your school to attend the appointment.  You must also be able to travel before your program start date. If your program start date has already passed, please contact the academic institution (Only if applies to your case). The program start date should be one that will allow you to travel before the program starts. We will not be able to process your application if the date has passed already. DO NOT schedule an interview if this correction has not been made.

Information for visa applicants regarding novel coronavirus: As of August 3, 2020, the United States Embassy and Consulate in Ecuador resumed limited nonimmigrant visa services, including visa renewals that meet the criteria for waiving the in-person interview requirement.  The eligibility to renew a visa of the same category is temporarily extended from 12 to 24 months.  Additionally, the Consulate in Guayaquil resumed other limited immigrant and nonimmigrant visa services, including: IR/CR1s and IR/CR2 immigrant visas, and F, M, and certain J nonimmigrant visas.

建议邮件大使馆咨询现在能不能办理F2签证。现在他们只能办理学生签证，单独去办F2就不清楚算不算了。（我也不了解F2办理流程，仅仅提个醒）

问了uscis，说是大约10月底能下录指纹通知，录完指纹再过7个半月拿到f2。急的是没有一个身份，很多东西办不了（比如驾照），不方便呀。而且之后丈夫换h1b或者申绿卡都要等我。

嗯嗯能理解。但出境办签毕竟风险不太可控，如果不急迫还是建议三思。

个人感觉转身份可能是被 check 的一个风险因素。我面签花了很久，感觉有一个小时，大部分时间签证官都在研究我两次转身份的事情。另一个在瓜等 check 的女生也是转过身份。

不过我们也都有其他风险因素，仅供参考哈。

请问一下楼主case是哪个处理中心，是问的emma告诉的具体时间吗，我是F2转F1 Texas5月份提交的，要是i539都还得等这么久的话那我就更绝望了，谢谢楼主!
