Thank you for your email.  Because of the global pandemic, the Department of State has decided that we can only process visas in limited cases. Examples include medical workers, students, persons seeking medical care, and persons working in Mission critical industries.   

An applicant must meet with a consular officer to determine if the applicant is subject to a Presidential Proclamation.  We cannot make that determination by email.  The fact that an applicant is not subject to a Presidential Proclamation does not mean that the applicant qualifies for emergency processing.  

If you would like to schedule an appointment so that a consular officer can determine your eligibility, please complete the DS-160, pay the processing fee and schedule your appointments.

根据回复来看，似乎就算not subject to proclamation 或者是符合exceptions 也要由签证官判断case 紧急与否来判断是否可以加急。 希望可以给有相关打算的小伙伴一点参考
