SEVIS Data Fix for Transfer Students 必须在有结果钱买机票吗？

emm 我现在 20年3月回国 20年6月毕业，然后九月开始研究生网课准备2021 Spring 返美。
然后因为我是网课学校就没在 2020 Fall 发I-20， 现在在帮我SEVIS Data Fix for Transfer Students，可能会approve可能会deny，但是学校就让我提交交了钱的机票订单。我现在就十分纠结买不买票。

I understand you are in a predicament, unfortunately, you will need to determine how you want move forward.  If you do not provide me with a confirm flight itinerary with ticket number, the data fix I have submitted will be denied.  If you decide you would rather move forward with requesting a new Initial I-20, the you would need to try to secure your U.S. Visa stamp in Singapore and enter the U.S. by 02/05/2021.

The other option you have is to not request a data fix, study online from your home country for the Spring 2021 semester, and request an Initial I-20 to enter the U.S. for the Fall 2020 semester.  Keep in mind that if you enter the U.S. for the Fall 2020 semester,  you will need to complete one academic year before being eligible for CPT or OPT.

我买了机票，打印了行程单，然后退掉了，不知道可不可以，猜学校不会查
