NIW文件翻译的问题

中国的文件需要进行翻译，请问是自己sign一个certification还是需要请具有翻译资质的人来翻译中文文件？I140的填表说明是提到Translations. If you submit a document with information in a foreign language, you must also submit a full Englishtranslation. The translator must sign a certification that the English language translation is complete and accurate, and thathe or she is competent to translate from the foreign language into English. The certification must include the translator’s
signature. The Department of Homeland Security (DHS) recommends the certification contain the translator’s printedname, the signature date, and the translator’s contact information.这个certification可以由申请人本人声明吗，本人完全理解还是必须要找持有翻译资格的人来做。
