Confusion over the effective date of the NIE for continuing students in China, Iran, Brazil, South Africa and India:

According to the policy, “Students with valid F-1 and M-1 visas intending to begin or continue an academic program commencing August 1, 2021 or later do not need to contact an embassy or consulate to seek an individual NIE to travel.” While the policy addresses students who are continuing an academic program after August 1, 2021, we heard that some continuing students who are enrolled for the summer have NOT been allowed to board a plane to the U.S. or enter the U.S. at the border. This interpretation of the policy appears to be confirmed by at least one U.S. consulate. On this basis, we urge you to reconsider any travel plans to leave the U.S. if you intend to return prior to August 1. Similarly, continuing students who are located in China, Iran, Brazil, South Africa or India are advised to consider suspending entry to the U.S. prior to August 1. For further confirmation, please check with your local consulate and/or airline.

Confusion over actual date of eligibility to enter the U.S.for continuing students in China, Iran, Brazil, South Africa and India:

The policy states, “Students and academics subject to these proclamations due to their presence in China, Iran, Brazil, or South Africa may qualify for an NIE only if their academic program begins August 1, 2021 or later.” The policy also states, “They may enter the United States no earlier than 30 days before the start of their academic studies.” Based on what we are learning, it appears that UC Berkeley international students from these countries, including India, which was recently added to the list, should not plan on entering the U.S. prior to August 1, 2021, even if 30 days before the start of your program is prior to August 1, 2021.

哪来的之前？现在都没到7月2…………

邮件里的case说了是夏校的，本身就不符合八月一号之后开学（秋季学期）的NIE，被拒绝上机也很正常。
这波International Office估计也是提醒一下这新规定的模糊性，以及其背后CBP Officer个人可能存在的贯彻精神不到位拒绝学生入境的情况，让学生别太早去。

我觉得吧 这个事vo 说了不算 海关有最终解释权 就算是错的 他们说拒你就拒你

没明白？这个不是说8月后入境，而是说不要早于项目开始的30天吧？

比如你项目 8 月9 号开始 理论上你7 月 10 就可以入境了 学校这的意思是提醒你不要在8 月1 号之前进去 因为有被拒绝入境的case了

我们学校也是这么说，最好不要在八月一号之前去

太烦了，7.31跟8.1的机票能差好几万😰
