利用暑期学期达到较早的开学时间以达到 8/1 前 NIE 入境

思路：利用报一个暑期学期来获得一个 8/1 之后但尽可能早的开学时间，然后提前30天（也就是最早 7/2 ）入境。咨询过北京大使馆，回复如下：
Q：If I am a continuing F-1 student with an active SEVIS record and valid I-20, does this mean that I can apply to enter the U.S. 30 days before the semester/quarter starts if my semester/quarter starts after August 1? Specifically, because many schools offer summer sessions, if I enroll in a summer session that, for example, starts on August 2, does this mean that I am eligible for the NIE and can apply to enter the U.S. 30 days before August 2 (which is July 3)?

A：With the valid F-1 visa and valid I-20, your travel would be permitted.  You must ensure that your SEVIS ID has been updated.  Students are also permitted to apply for a new F-1 visa so the university and SEVIS ID on the F1 visa and I-20 match.

咨询过广州领事馆，回复如下：
Q：同上
A：If you have a valid F-1 or M-1 visa and your SEVIS status is up to date, you will be able to travel to the United States on your current visa as long as your program begins on August 1, 2021 or later. You do not need to seek an NIE. Please note that you cannot enter the United States more than 30 days prior to the start of your program or the fall semester.

就此该怎么理解呢？目前 enroll 了 8/2 开学的summer session，手持 7/4 飞美国的机票。
