急问！！关于Financial Statement for International Students

我要申请的系的说明如下：
The office of Graduate Admissions  requires that international admits prove that they have the current amount stated on the I-20 application portal at their disposal for the first academic year of graduate study. According to U.S. Immigration and Naturalization regulations, the University may only issue Certificates of Eligibility (Form I-20) for Visas to applicants who have been offered admission and have submitted documented evidence (e.g. Financial statement, bank statements, letters of sponsorship, etc.) of sufficient funds for their study  For more information, please contact the Dashew Center at 310-825-1681 or https://www.internationalcenter.ucla.edu/.

These documents must bear the appropriate seals and/or signature of a Bank Official, and must state the full name of the applicant and the amount of the support offered. Please upload these documents during your online application. All financial statements are kept confidential.
但研究生院说的是
Information about obtaining the I-20 Certificate of Eligibility will be made available to admitted applicants by the Dashew Center for International Students and Scholars. Admitted applicants requiring a DS2019 for a J1 visa should contact the program to which they have been admitted to submit the request.
U.S. immigration law requires that international applicants, if admitted, show documented evidence that sufficient funds to cover all tuition, fees, transportation, and living expenses are available for the first year of their studies . This must be proved before a Certificate of Eligibility (I-20 or DS2019) for a visa can be issued.

所以我是要在被录取了后提交证明还是网申时提交证明？如果我申请的是PhD还是要交吗？银行存款或者流水能不能作为证明呢？
求大佬们帮助，会加米！

这个我是问了套磁的老师，他说录取和funding由他提供，所以到时候由他出证明文件。

请问 这个如果是由对方出funding（或者说是有RA）也是他来出证明嘛
