I am currently doing my MS-IS at UW. There are over 45 in my class right now and I believe you have the statistics of people working and international students in the foster webpage.
First of all, let me tell you that you have 7 years of work exp which is awesome. To answer your questions,. ----
1.) The program is full-time, but the classes happen only during nights and some weekends. From what I learned, this is the only difference between this program and the full time MIS/MSIS programs offered by other schools. Are there any other differences, especially in terms of OPT and other work related stuff? i.e Can I work in US after completion of the program?
There are no differences in terms of coursework. The course offered is as good as any MIS course. Foster has a great brand name here in US and even though the course is new, industry has respect for Foster school. You get 29 months of OPT which means that you can work in US without work authorization for 2.5 years after graduation. And as you must have seen, the course is one year. And it is also STEM certified. The only difference is that since the course is in one year, you don't have the summer internship after one year like a normal 1.5 years MIS course offers. So the downside of that is since US companies prefer candidates who have work experience in US and there is no time for internship as a part of this course, it is a small setback for us. But since you have 7 years of work experience, I don't think you should worry about it. Actually anyone with greater than 2 years experience need not worry.
2.) Since the program is aimed at full time employees, who work during day and attend classes at nights, Do students find enough time to work for 40 hours/week?

Students who work full time have some difficulty coping with the coursework (from what I've heard) unlike non-working international students.
3.) How are the opportunities for part time, rather full time, jobs outside for an employee with a F1 Visa?

a.) Part-time: Getting a part-time primarily depends on your work experience. I had no problem getting more than 4 on-campus part time job offers and I had only 1.5 years of work exp and I hail from computer background. part-times are primarily on-campus and that is the only job you are allowed to take for the first 9 months of your course. After 9 months, you are eligible for internships and industry jobs. RA/TA/GSA is super competitive and since we are in business school, its even more tough. Only 1 in 100 gets it. But again, you can get other jobs outside.
Full-Time: Again, its illegal to work in US on f1 visa for the first 9 months. You can do only on-campus jobs with 20 hrs/week maximum. As to full time opportunities, all big 4 consulting companies come for hiring. People with more than 3 years work experience have more luck getting a call from these companies. I wasn't that lucky. So as the statistics in the website stated, the avg work exp is 1.5. So around 4-5 got selected for each of the big 4 consulting company interviews. Again, this is mainly because others don't have enough work exp. . 1point3acres
4.) Do the companies not hesitate to offer such students a full time job? To put it straight, for my experience and technical skills, it may be easy for me to get a full time contract job. But, do the employers offer me job, knowing that I am on F1? Does the school allow me to work full time with an employer on contract basis?. Waral dи,

5.) Are there suitable positions for me in the campus job fairs? I found from the school's website that the average experience of the students for the current batch is 1.5 years. So, do the companies attend the school for placements offer only entry level positions or they also offer positions such as Senior Software Engineer, Technical lead etc. that suit my experience?

Actually the best thing about career fairs here is that companies recruit for all positions. And we have all sorts of career fairs - Business career fair, Engineering career fair and so on. Microsoft, Amazon, Intel, Expedia, VMWare, Nvidia. These are some of the big companies that constantly recruit from UW. Esp Microsoft and Amazon since they are based here. All these companies offer a wide range of roles. My friends got called for Microsoft and Amazon interview, Guess that answers your question. You don't have to worry about getting interview calls if you are looking for software jobs. Cracking the interview is a whole other topic which shall not be discussed here but you will get calls.
