transfer一定要等拿到最后一个paystub吗

目前遇到这样一个问题，我大概两周前提交了h1b transfer所有材料，完成了问卷，现在和hr在商讨什么时候开始transfer的问题，我这边肯定是想越早transfer越好，想早点跟现在公司提辞职，但收到attorney邮件说他们要等我拿到2月工资也就是3月初才会file transfer， 理由是we need her last month of paystubs to show she has maintained her status (she has already provided all but her most recent one – that should be issued at the beginning of March).
想问问这是必须的吗? 之前我也transfer过一次但好像并没有非要等拿到最后一个paystub才可以transfer的情况
