Initial OPT需要交I-983吗

想请教大家，我申请了Initial OPT并拿到了EAD卡，学校要我报告就业信息的时候填写Employer Identifier Number。我向HR询问这个EIN，HR转发我的询问邮件给公司的移民管理团队。我得到了如下奇怪的回复：

I presume it is with regard to his I-983 form please find below the instructions/information:
Dear  (Employee Name) -(Add Manager/HRG Emails)
Thank you for contacting HR Help with regard to your I-983 (F1 OPT) form filling and submitting it to your University/SEVIS.
You need to follow the information appended below for I-983 Form - F1 OPT EAD.
For all Entities you should only use the following Employer information:
Name of Corporation/Employer: XXX
Address: XXX
Federal ID #: XX-XXXXXXX
NAICS Code: XXXXXX
E-Verify Company ID Number: XXXXX
Full Time Employees: 40,000 +
I-983 Form Filling Information/Guidelines: (Form and Guidelines Links enabled)
Section 1,2 and Evaluation and Final Evaluation on Student Progress must be completed by you (read as F1 OPT Holder).
Once you complete that section’s we kindly recommend you to request your Manager's assistance in sections 3 and 5.
Once you have sections 1,2,3 and 5 completed please request assistance from your HR Generalist OR your Manager as is the final person(s) that must complete sections 4 and 6 and finally sign the document for you.
Your Manager OR HRG can sign the I-983 Form and you can submit the same to your University/School for SEVIS Purposes.

接着我提醒他我是Initial OPT (C03B)而不是STEM OPT (C03C)。结果得到的回复是'The process for Both Initiation/renewal is same.'

想请问一下大家Initial OPT需要填I-983把它交给学校或者是移民局吗？公司的移民管理团队这些话搞得我很懵逼不知道他想要我干啥。求大家指教。
