薪资的Negotiate在什么阶段进行最好

如题 目前是verbal offer阶段 打电话的时候没概念
事后跟朋友商量觉得给低了 想找hr negotiate
我应该现在去发邮件跟hr谈还是等正式offer下来再谈？
