Both options are high risk. Both might help you get into a better grad school for PhD if and only if you:
a. Get nearly all As
b. Your research (you can wins awards or has high professor sponsorship. 1point 3acres
c. You research an area that major professors care about. If the professors don’t care about your interests then it doesn’t matter how good of a student you are, they are less likely to refer you for PhD. ..
Please understand that McCourt is the better school for landing you a professional job, but it doesn’t have that large or strong of a research background among the teaching faculty. There are a lot of research organizations within McCourt but getting a research assistantship can be really hard and competitive..
Penn’s program is newer, less developed, and more regionally focused. However you do get access to Penn’s pool of faculty at large.
So basically, if I wanted a job, I would go McCourt. If I wanted to resume boost for a PhD, I would go Penn. However, both schools are crazy high risk for the PhD boosting game that you speak of. As an American, I would have a 5% to 10% chance of succeeding on getting a top PhD program this way.-baidu 1point3acres

For perspective, I want to emphasize two things.
1. I am only reviewing the McCourt school for the MPP program in its existence in the past few years. I cannot speak about the other programs within the school (although I will say the other programs seem to be run much better).
2. I can credibly provide a review of the school because I am a recent MPP graduate who focused on higher education issues. I am also credible for reviewing the program having been a student leader in the MPP and actively been involved across the University.

Bottom line:
The MPP program does a terrific job teaching quantitative analytical skills, but sustains a toxic student experience that devalues professionalism, critical thinking, community spirit, professional ambition, and ethical leadership.
. check 1point3acres for more.If student interaction is unimportant to you, and you seek to pick up valuable analytical skills while taking advantage of the Georgetown brand to gain part-time work experience in DC, this MPP program is perfect for you. If you seek a graduate experience that enhances you holistically as a professional, and you genuinely care about being part of meaningful positive community, then I recommend you avoid McCourt for your MPP.
There are quite a few great graduates that come out of the MPP program, but a good MPP program enhances most to be a quality professional. (接下)

The Notable Pros: . ----
To be clear, there are numerous pros about the MPP program
- Quantitative policy analysis is taught really well
- A majority of the professors are sincerely well-meaning personable people
- The Georgetown brand does go far
- The admissions, communications, and career services offices are staffed by insanely hard working and caring people to do a terrific job supporting students
- There are numerous opportunities to work while in school, enhancing both the education and the resume
- Opportunities to see key leaders in policy to come to DC to speak.
The Significant Cons:
1. A student culture that hosts mediocrity .1point3acres
I vividly remember how one time my peers around me were celebrating their intern application rejection emails/letters. When I tried to help and ask what they were looking for, they struggled to define what really interested them. This is not normal. In other graduate programs (including other MPP programs), there is a culture of students driving each other to improve themselves and get better. Too often, I find MPP students celebrating mediocrity and too shy to attempt to be meaningfully driven.
2. Bizarre cult like culture curated by two key professors
There are two professors that have this strange cult like following. I was told as a first-year student is that if you don't take so and so professor, I am wasting my time being in the program. The professors have also been referred to as deities and pretty much walk around as celebrities with student groupies. I have been in academic programs with more famous professors and simply this type of cult like fanaticism is not normal. In working with their students, I found that many struggled to think independently and beg for an authority figure to give permission to execute an unfamiliar concept. (接下)

3. General lack of emphasis on public service and values in curriculum and student body
Georgetown spends a lot of time talking about public service and values in and out of class among both students and faculty. Somehow the MPP program never got that memo. Other than paying lip service, public service and values are a non-existent theme. There was even an active conversation among the students to kill off the ethics class because it was viewed as unnecessary. The ethics class itself is more about ethics perspectives and doesn't instill a strong sense of ethics. I encountered a few students genuinely seeking to conduct public service, but they were the minority.
4. Troubling logistical management issues...
Class scheduling nuttiness: Student government meetings are at 9PM, so that pretty much excludes graduate students with families. It is impossible to conduct any program wide activities between 9AM to 9PM Monday to Thursday because there are always a few ongoing classes during that time frame. Some programs reserve an hour or so in the day to be blocked off from classes, allowing for activities. MPP doesn't do that.
Capstone Professor Misalignment: For my capstone project, I was assigned an adjunct professor pulled from the streets who was a complete background misalignment for the project (the client agreed). The professor also was doing her fulltime job and simply did not have the time to support us.
E-mail Mania: The program never figured out how to send targeted emails like other reputable programs. I still get emails about registration for classes that don't apply to me. This might sound petty, but it serves as a great indicator of program mismanagement. |
