I strongly support this new rule.

I believe stem opt is essential to the leading technology companies/industry in the United States. They need international students to fill the increasing demand for tech talents. As most tech projects in these companies take years to implement and it takes months to train a new graduate before he can do the real valuable things, OPT extension is a great idea to create a win-win situation for companies and students.

On the other hand, if stem students knows they will be just forced to go home after one year rookie training, they might not decide to come to the United States. That is because only years stem education without really getting into the tech industry in the United States, the US degree is not that valuable in their home countries.

Considering the shrinking domestic education market and increasing international education market, the opportunities cost of canceling OPT extension is huge: a lot of US universities have to cut its budgets, decrease faculty funding and graduate program funding, which harms the leading status of the US universities. A lot of US companies have to outsource their jobs to overseas, and thus the US government will losses huge taxable incomes.

What's more, US needs more tech talents to fuel its economy. McKinsey predicted there will be a shortage of 140,000 - 200,000 data analyst by 2020; NYC is building its tech industry rapidly; Boston, Atlanta, Austin, Chicago, all these big cities are seeking tech talents to transform their industries. I would argue that with STEM extension, these goals will realize much sooner.

This new regulation is GREAT news for US economy. International STEM student are potential entrepreneur and innovator. For example, more than three out of every four patents at the top 10 patent-producing US universities (76%) had at least one foreign-born inventor (source: http://www.renewoureconomy.org/research/patent-pending-how-immigrants-are-reinventing-the-american-economy-2/). More than 40% of the fortune 500 companies were founded by an immigrant or the child of an immigrant (http://www.renewoureconomy.org/sites/all/themes/pnae/img/new-american-fortune-500-june-2011.pdf). America is a great magnet for the smartest people all over the world. This new regulation help keep it that way.

The economic case for legal immigration is overwhelming. International STEM students fill the gap in the labor force. They contribute to taxes, social security. They are far more likely to start their own companies and employ American workers. They make American competitive. If this regulation is NOT enacted, America risk a severe brain drain: international students can go back to their own countries or more welcoming countries like Canada and Australia. In time, company and jobs will follow them.

Smart people have already came to America. Enact this regulation and keep them here!

I am a student majoring in statistics, one reason I chose US
instead of Canada for education is because of the OPT
STEM, which allows me to work for more than 1 year,
gaining more practical work experience. So I strongly
support this new OPT rule.
Without this OPT STEM, I do not think that US could
. 1point 3acres attract so many foreign STEM students to contribute to
various industries every year.
At the same time, US employers have benefited a lot from
the increased ability to rely on the skills acquired by STEM
OPT students while studying the United States, as well as
their knowledge of markets in their home countries. We
foreign students have also helped the local economics, e.g.
rental, restaurants, entertainment.
Overall, I believe that it is a mutually beneficial policy.
