This is my second comment.

Actually, Washtech Court ruling on STEM OPT has already had a great impact on these foreign students.

There are a lot of cases on the forums:

1. A guy from Taiwan who got his PHD degree from a top university in the USA and was not selected in H1b visa lottery of this year does despair due to this ruling. What he can do is going to quit his job when his OPT expires and go back home.

2. Below is another sad story:

My parents brought me here to the United States when I was 14 and I have
never been back to South Korea since then.

By the time my family got their green cards after waiting 7 full years, I
was already over 21 and independent, meaning not elligible for that green
card. Being considered as an international student, I paid $135,000+ out of
pocket for my college and graduate school tuitions.

I was able to finish both Bachelor's and Master's in Biomedical Engineering
in total of 4.5 years only because the $$$ figures never left my head. I
found a decent job with a decent salary, developing decent medical
instruments that are daily used to save lives in surgical operations.

Then, one day, I am forced to leave the US. The Washtech court ruling is
kicking me out to a country I have not stepped on for the past 10 years.

3. I am working at a High-Tech company which is a global leader in Microwave
Signal Processing Products & Telecommunication components. My two co-workers
from Italy were not selected in H1B Visa Lottery of this year. One's STEM OPT Extension
has expired and has no other choice but to leave. The other's STEM OPT Extension
is expiring very soon. They graduated from the best engineering schools in Italy
and are very talented engineers.

Industries in US Tech Areas are bleeding.

. check 1point3acres for more.I think DHS should do your best to save these talented professionals. Also, I suggest DHS that
existing students with 17 months OPT stem extension should be given for 7 months additional
extension automatically, without inviting any further extension application based on the new rule.
Please put your new rule in effect at your earliest.

I am a international graduate student majoring in Computer Engineering in ** University. I am the steady supporter towards improving and expanding training opportunities for F-1 students with STEM degrees and cap-gap relief for all eligible F-1 students.

Information technology industry, particularly Internet industry, is very hot in US. Not only big Internet Companies, for instance FLAG(Facebook, LinkedIn, Amazon, Google), but also startup companies in Information Technology recruit lots of entry-level employees in Computer Science and Computer Engineering every year. However, the number of Americans with the required background and skills sets is way less than the numerous number of recruiting demands. In the graduate computer science classes, I can hardly find American student. Most of my classmates are international students. If optional training practice is not expanded, which is only 12 months long, there will be immediately two thirds loss of employees in information technology industry, which will turn into a completely disaster towards IT industry, which is the heavy price that United States cannot afford. Besides, the well educated people, including our international students who receive advanced education in US, are the backbone of the United State's future. US government should spare no effort to keep those people stay in US rather than retraining them with working visa.

In summary, it is win-win that improving and expanding training opportunities for F-1 students with STEM degrees and cap-gap relief for all eligible F-1 students.

I really thank the DHS for this opportunity to submit my comment on this proposed rule. Lots of reports and studies concluded that immigrant scientist and engineers were creating new jobs for USA. The job market isn't a Zero-Sum Game. I applaud your efforts.

Moreover, what I concern about is whether the DHS have any interim rule to save the students facing STEM OPT Extension about to expire. Our company is a High-Tech company which is a global leader in Microwave Signal Processing Products & Telecommunication components. My two co-workers from Italy were not selected in H1B Visa Lottery of this year. One's STEM OPT Extension has expired and has no other choice but to leave. The other's STEM OPT Extension is expiring very soon. They graduated from the best engineering schools in Italy and are very talented engineers.

On average, our company takes more than half a year to find a qualified person and trains him/her in the first half of the year. Their leaving causes big economic and time losses.

I urge the DHS to approve the rule and put into effect at the earliest, and hope the DHS have some interim rule to help the students facing STEM OPT Extension about to expire. They may use the remaining 7 months and have another chance to participate in H1B Visa Lottery of next year.
