H1B如果今年抽中可以拖到明年10月再办理么？

本人刚签下一个公司的offer，入职时间定在了今年6月初。公司找的律师给我发邮件让我最近开始准备材料帮我参加今年4月的抽签。但奇怪的是，律师告诉我就算今年抽中了，也要到2017年10月1号才能办理H1B签证。这是他给HR的解释：

We’re preparing XXX’s H-1B CAP case against the 2017 fiscal year, which will begin on 10/01/2017. So,  he will not be eligible for H-1B status prior to his tentative start date even if he is selected in  the 2016 H-1B CAP lottery/process. Please read our FAQ – H-1B CAP INFO attachment for further details.

我对H1B的政策不是很了解，翻了下FAQ也没大看明白，只找到这么一段话似乎与此相关：

What happens once my petition is approved?

The original hard copy I-797 approval notice will be sent to us within a few days of approval.  If your case is filed as a Change of status, the approval notice will indicate that your change of status application to H-1B has been approved and will indicate that the petition is valid from October 1, 2016, to a specific date in August or September of 2019 (the exact date will depend on the date on which the Labor Condition Application supporting your H-1B petition expires).  This means that, on October 1, your status will automatically be changed to H-1B.

所以就是说因为我入职是在今年4月以后，抽中了H1B也只能拖到明年10月1号办理？ 我实在搞不清楚这是公司的政策还是H1B签证本身的政策？我也不清楚这对我有什么影响，问了一圈周围的同学都没有遇到类似的情况，所以在此求大神分析下，先谢过了！

FY2017指的是2016年4月1日开始的抽签，最早生效日期为2016年10月1日，对应财年为FY2017。
如果你已经在FY2016中抽中过的话，不需要再抽一次签，直接reactivate你的H1B即可就职。律师的意思是如果你15年（FY2016）中过签的话又非要在16年再抽一次，那你（如果抽中的话）就只能等到16年10月1日后才可以入职。
