MSE@UMD PhD 还没审材料就要proof，怎么办

MSE@UMD PhD 当时提交了个 financial proof，但是上面全写的0，这是根据师兄的意见做的，他去年就是这样拿到fellowship。
结果今天收到了Enrollment Service Operations(umdmvs.umd.edu)邮件说如果没拿到assistantship,或者不够，得提交proof of finance,提交了这个之后happy to evaluate your application.这不是矛盾嘛， 你不审材料，不说给多少钱，我怎么知道需不需要叫财产证明？再说我当时都写了0了，一分钱没有。。

各位申了UMD engineering的 谁有类似的情况啊，或者告诉我咋办呢。。。
邮件如下：Thank you for your interest in attending the University of
Maryland, College Park.  In order to evaluate your application
we need the following documents:


- Proof of funding.  If you do not receive an assistantship or the
assistantship you are offered does not cover one year's worth of
expenses, you will be required to show the remaining finances.
. ----
As soon as we receive the necessary documents from you, we will be
happy to evaluate your application.
Please
return the requested documents to:

University of Maryland College Park
   Enrollment Service Operations
   Application for Admission
   College Park, MD 20742。

你就跟他们解释这个逻辑问题。应该很容易解决吧。
