OPT STEM to H1 STEM report issue

I am sorry that I can NOT find a computer to type in Chinese at this moment.
I just approved  for H1, employer show me the  paper notice.
As I am in the second year of OPT STEM, actually 2nd year of STEM just pass 3 months, should I submit the final evaluation report immediately?
Supposedly final evaluation report of OPT STEM is submitted at the end of 2nd year of OPT STEM.

Submit it ASAP because the final evaluation should be done either by the end of each period or when you complete your stem opt status. In this case, since your change of status is approved, you should submit it to your dso ASAP.
