It is a Rackham requirement that you do both the personal statment as well as the statement of purpose. I have listed the differences below:
STATEMENT OF PURPOSE
The Statement of Purpose gives you an opportunity to tell us about yourself and your reasons for wishing to pursue a graduate degree in
statistics at Michigan. You should tell us about your background, motivating influences that aroused your interest in statistics, and your
career goals and objectives. If you are currently enrolled in a graduate program elsewhere, you should tell us why you wish to change
institutions or degree programs.

PERSONAL STATEMENT
How have your background and life experiences, including cultural, geographical, financial, educational or other opportunities or
challenges, motivated your decision to pursue a graduate degree at the University of Michigan? For example, if you grew up in a
community where educational, cultural, or other opportunities were either plentiful or especially lacking, you might discuss the impact this
had on your development and interests. This should be a discussion of the journey that has led to your decision to seek a graduate .--

The statement will be read by the faculty members of the admissions committee.

We offer a very small number of guaranteed GSI positions to Applied Master students at the time of admission (about 2 per year). A few additional GSI positions may become available to Applied Master students each semester, but those are determined term-by-term. These positions are only open to students who are native speakers of English or whose undergraduate degree is from an institution where instruction is exclusively in English.
There is no financial aid available for international students whose undergraduate education was not in English. A very small number of international students may be nominated for an English course that makes them eligible for a GSI position in the second year. All students must come prepared to cover all expenses for the entire course of study as receiving financial aid is very unlikely.
