Course Format:
The course will consist of approximately four hours of class per week. The first half of the course, which covers more theoretical topics, will have a lecture format, whereas the second half of the course, covering applications, will have more of a seminar format led by students. This is described in further detail below.
Course Material:
There is no textbook for the course, per se. Rather, we will use a combination of course notes and academic papers, with the notes being used primarily in the first half of the course and papers in the second. The course notes consist of a draft 'book,' entitled Market Engineering and Applications (referred to as MEA, hereafter) and a series of notes, all of which are available on the course website. The course outline below shows what sections of MEA and which notes correspond to each topic. For students interested in further reading, I also suggest the following texts:

Microeconomic Theory by Andreu Mas-Collel, Michael Whinston, and Jerry Green, which is an excellent text covering the economic concepts we will discuss in class in a great deal of detail.
Microeconomic Analysis by Hal Varian, another excellent reference covering the economic topics we will discuss.
Game Theory by Drew Fudenberg and Jean Tirole, which gives very in-depth coverage of game theory topics.
Nonlinear Pricing by Robert Wilson, which provides many applications of price discrimination, quantity and quality pricing, and nonlinear pricing models.
For the second half of the course, there are some assigned readings. Moreover, because this part of the course will be the seminar format led by students, there will be additional readings based on what each student decides to go over in his or her seminar. This will be described in further detail below.
Prerequisites:
ISE 603H: Econ 200, Math 151-153 or 130-132, Stat 245 or 427 or equivalent, and senior honors standing, or my permission.

Objectives:
The goals of the course are to teach the fundamental theory of market engineering and demonstrate it through example applications. At the completion of this course, you will be able to:.
identify social or market institutions that can be prone to failure due to a lack of centralized control and coordination, and use market engineering concepts to model and simulate the inefficiencies of such a social or market institution;
use market engineering concepts to model and simulate the effects of different market designs being implemented within the social or market institution and the extent to which inefficiencies can be reduced; and
suggest market designs that could reduce the inefficiencies inherent in a social or market institution.

NB: Because a background in math and optimization is a prerequisite for this course, this material will not be covered in class. Students who need to refresh their math background, should consult the recommended chapters of MEA.

Decision making under uncertainty and the expected utility theorem (MEA Chapter 4)

Static oligopoly models (MEA Chapter 9)
The principal-agent problem (MEA Chapter 10)
Mechanism design and auction theory (MEA Chapter 11, Vickery (1961), Riley and Samuelson (1981), Klemperer (2001), and Capen et al. (1971))
Nonlinear pricing (MEA Chapter 12)
Electricity markets (Notes on Market Design for Competitive Electricity, Investment and Marginal Cost Pricing of Electricity, Ancillary Services, Congestion Management, Nodal Pricing and Transmission Rights)
Applications of market engineering (These will be student-led seminars based on the projects students do, and readings will be assigned accordingly by students. Further details are given below.)
Assessment:
Grades in the class will be based on problem sets, a research project and seminar, and a final exam. The three components of the grade will be averaged together with weights of 30%, 30%, and 40%--with the 40% weight being given to whichever portion you perform best on.
Grades will be assigned using the following rough rubric:
A: Thorough understanding of material and has demonstrated the ability to apply market engineering concepts in new situations.
B: Good understanding of material and has demonstrated the ability to apply market engineering concepts in familiar situations.
C: Understanding of most material and can solve basic problems.
D: Made a serious effort to learn the material.

Problem sets will be assigned periodically throughout the quarter by being posted on the course website. Problem sets must be in my hand (or e-mailed to me) by the time I leave the classroom the day they are due. If I do not have your problem set by this time, you may submit it up to 24 hours late, but with an 80% reduction in your score. Problem sets will not be accepted more than 24 hours late. The only exception to this rule is if you have a valid medical excuse, family emergency, or conflicting religious holiday--although I must be informed of religious holidays in advance. In addition, you need to keep a photocopy of your problem set for yourself. One day after each problem set is due, solutions will be posted online. You are required to score each problem using the posted solutions, and submit your scores to me via e-mail within three days of the solutions being posted online. I will then score a random subset of the problems myself, and scale your self-score based on differences between the scores we come up with. This scaled score will be your final score for the problem set.
The research project will require you to study an application of market engineering principles, prepare a seminar-style presentation for class, and write a report. In order to minimize overlap of topics, you must choose your topic ahead of time and get my approval. Generally speaking, the research projects should have a mix of theoretical and empirical results, that demonstrate how a particular market design should work in theory and how it has been observed to have worked in practice. Should course enrollment remain high, these projects should be done in groups of three, so we have five projects total. Further details regarding the project are available here.
The final exam will be held on Tuesday 13 March from 11.30 to 1.18 in 260 Baker Systems. The exam will be open note and open book. Some of the problems on the exam may be similar to problems on the problem sets, thus it is in your best interest to work on the problem sets and understand any problems you have difficulties with. ..
If you believe that any of your assignments have been scored in error, or that I have made an error in adding or entering your scores in Carmen, you are more than welcome to appeal your grade within one week of having it returned to you. No appeals will be entertained after one week. |
