What to Expect in the Visa Bulletin for August 2019

The Chief of the Visa Control and Reporting Division, Charles Oppenheim, at the Department of State recently provided some insight to the American Immigration Lawyers Association regarding priority dates and immigrant visa availability in the coming months.



EB-1: EB-1 Worldwide demand has increased in the last 2.5 weeks. It is predicted that there will be retrogression in this category as early as August 2019. EB-1 Worldwide should then return back to April 22, 2018 in October 2019. EB-1 India will not advance again before October 2019. It should return to a Final Action Date of February 22, 2017 in October 2019. EB-1 China is not expected to advance again before October 2019.

EB-2: EB-2 Worldwide demand has increased in the last 2.5 weeks. EB-2 Worldwide is no longer expected to remain current through September 2019. It is predicted that there will be retrogression in this category as early as August 2019. EB-2 Worldwide should then return back to current in October 2019. EB-2 India will continue to advance very slowly, by just a few days or up to one week at the most. EB-2 China may be subject to the same Final Action Date as EB-2 Worldwide as early as August 2019.

EB-3: EB-3 Worldwide demand has increased in the last 2.5 weeks. EB-3 Worldwide is no longer expected to remain current through September 2019. It is predicted that there will be retrogression in this category as early as August 2019.  EB-3 India will hold in July 2019. Lack of overflow from unused Worldwide EB-3 numbers has restricted additional numbers from being shifted to EB-3 India. EB-3 China should continue to advance up to several months. EB-3 Philippines became current in July 2019, but this is not expected to last when EB-3 Worldwide retrogresses.

EB-5: In August and September 2019, EB-5 India and EB-5 Vietnam are expected reflect the same Final Action Date as EB-5 China.

财年到这个时候印度还能前进，应该是吃到了ROW的SO，也就是ROW并没有发满

根据之前EB2C大幅前进给的信息，今年中国的卡肯定又是没发够的

两者综合，即使field office给出的数据有所增长，EB2C依然有前进空间，就看奥本的想法了
反正这个所谓的"EB-2 Worldwide demand has increased in the last 2.5 weeks" 也是一句没有实质数据的话，看起来就像是奥本在找借口。

也不能说是预测，毕竟是奥本说的，她这个网站跟了挺久，消息一般都是正确的。她下面有对留言的回复，说意思就是china eb2 下月会跟全球eb2一个排期。

准确的说应该是EB2 ROW倒退到和China一个排期，而不是China前进到ROW的排期。

今年看过几次这个格式的post，感觉很准

不晓得楼上各位的情况，我是5月底刚交的niw,还在审理，现在一直在关注eb2的排期
