Legislative Bill S386, "Fairness for High-Skilled Immigrants Act of 2019" nearly passed on June 27, and has been on hold since then. Senator Paul, I implore to NOT release your hold on this bill! S386 will wipe out diversity in skilled legal immigration for more than 12 years and cause chaos in our skilled legal immigration program! Many medical and other professional PhD, MD’s, Researchers and Scientists from 190+ other countries will have to leave the country! NURSES ARE NOT THE ONLY MEDICAL/BIOMEDICAL PROFESSIONALS AFFECTED BY THIS LEGISLATION! Research professionals finding treatments and cures for devastating diseases like Cancer, Alzheimer’s, and other progressive diseases will also be affected. DIVERSITY IN SKILLED LEGAL IMMIGRATION IS CRUCIAL TO MAINTAIN FOR THE VITAL INTERESTS OF THE UNITED STATES! SENATOR, YOU MUST NOT ALLOW S386 TO PASS A FLOOR VOTE! This legislation will allow only one country – India – to dominate the Skilled legal immigration program for Employment Based Green Cards for nearly 12 years to the exclusion of skilled immigrant professionals from 190+ other countries! If S386 passes, an entire generation of foreign workers from ALL other countries in the world will NOT have a chance to work in the United States! Since I am a resident in Kentucky at [ADD MAILING ADDRESS IN KENTUCKY], I would be severely affected by this legislation, should it pass into law. I believe that researchers finding cures for cancer are more important to keep here and S386 would force all other highly skilled immigrants from 190+ other countries out of the country. S386 "Fairness for High Skilled Immigrants Act of 2019", facts are as follows: -> Current Employment-Based Green Card (EB/GC) program is NOT discriminatory to Indian nationals: - Indian Nationals currently receive nearly 75% of H1B visas - 55-60% of Green Card PERM filings (the first step in the GC process) - 17-20% of EB/GC – which is much higher than the 7% caps due to SPILLOVER from other countries’ underutilized EB/GC India represents a proportional 17% of the world's population and for many years has received 17-20% of EB/GC. Contrary to what is claimed, there is actually NO discrimination against India in the current EB/GC program – the 7% country caps are not discriminatory! For a period of more than 12 years, S386 would allow only India to co-opt the program and would effectively wipe out diversity in skilled legal immigration. Since the majority of PhDs and MDs are NOT from India as noted below, and these valued foreign professionals perform critical research here in the US, this legislation would have a catastrophic impact to US vital interests. US-Based PhD and MD facts: -> Nearly 80% of US-based MD's are from foreign countries around the world and NOT from India!
