next smallest and the next largest number 是什么意思，是大于输入数且 “have the same number of 1 bits in their binary representation”的数中的最小和最大的数么？

有点我不是很明白，在N=9（1001）的时候，为什么大数是10（1010）而不是12（1100）?小数为什么是5（0101），而不是3（0011）？
