Proclamation 出来了

要满足两个条件 1.必须是f/j, 2.且接受过funding 或者 工作， 学习， 或者曾经调研在他说的这些地方。

“军民融合”
和军方有联系，太模糊了，很多学校都有！特别是理工（清华，北航，科大。。。），被点名的学校就更不用说了
人心惶惶，太难了

把中间两个clause拿掉：
The entry into the United States as a nonimmigrant of any national of the PRC seeking to enter the United States pursuant to an F or J visa to study or conduct research in the United States is hereby suspended and limited subject to section 2 of this proclamation.

说的模糊的同时也算是给了一点可以argue的空间吧…

Revoke的是visa吧，不是status，不会被驱逐

理工科学校哪有不和国家合作做项目的呢？美国这边高校工程院系不也都是这样合作的。 除非文科院校。。。

所以说两个定语从句很重要，限定了national of PRC的范围

这定语从句也没限制个啥啊，如果算过去待过的话，而且studied at就算，那国内哪个高校没有个军民融合项目
