FAQs for international students regarding Fall 2020 class delivery modifications
Emory is moving forward with exciting new plans for the fall 2020 semester. ISSS is working with international students and scholars as they make plans to study and work at Emory in the fall. In addition to individual advising sessions, we have been offering group information sessions for international students to answer questions and provide support as you make fall plans. On July 6, the US Department of Homeland Security (DHS)  announced their preliminary guidance for the fall 2020 semester. This page and the questions below have been updated accordingly. Please note that answers are broken down by semester.

In their 7/6/2020 announcement, DHS stated its intent to issue a Temporary Final Rule with details, so please stay tuned as the updates to this news will be updated regularly. If you are an F-1 student at Emory, sign up for information sessions. As new announcements and immigration resources develop, this page will be updated with relevant information.

Fall 2020

Emory University plans to offer a mix of online and in-person classes in the fall semester. It means that F-1 students will be allowed to take more than one class or three credit hours online as long as (1) the student is not taking an entirely online course load in the fall semester (for instance, a College student needs to have at least one in-person class, in addition to online course load for their minimum 12-credit hour requirement per semester); and (2) the student is taking the minimum number of online classes required to make normal progress towards their program completion. DHS is not relaxing the full-time enrollment requirements.

If you are a returning/continuing student:

  • To keep the F-1 status, you will need to return to the US under this DHS guidance.
If you are unable to return to the US or prefer to stay outside the US, you can still enroll in online classes from abroad if your academic program permits. But DHS guidance means a loss of F-1 status. Please contact your ISSS advisor for immigration implications, including a gap in immigration status, implications for employment eligiblity, etc.
If you are a new student:

  • If you are able to enter the US as F-1, please enter the US using your Emory I-20 and enroll in a combination of in-person and online courses.
You cannot enroll in online courses only per DHS’s guidance once you arrive in the US as F-1.
If you are unable to enter the US as F-1, you can take Emory’s online classes from your home country abroad if your academic program permits it.
You do not need F-1 status to take online classes from abroad. Just let us know that you are delaying your F-1 arrival in the US so that we can update your I-20 start date to keep it valid for your future arrival.
Spring and Summer 2020 ..

Due to the unusual circumstances of the COVID-19 response, the US Department of Homeland Security has announced a special exception so that international students can continue their full-time studies this semester via remote learning. As a result, it is important that you do not drop your spring 2020 classes, but rather continue your current classes through Emory’s remote learning in order to maintain your immigration status. All international students must log into ISSS Link and complete the Student Remote Learning Update e-form found under the General Student Services tab  to update your address (if moving) or confirm your US address (if not moving). It will ensure that ISSS remains able to help you maintain your SEVIS record.

Will remote learning from outside the US jeopardize my immigration status?

Fall 2020

Due to the COVID-19 pandemic, DHS has issued a temporary exemption regarding the online study policy. Emory is going to offer a mix of online and in-person classes in the fall semester. This means that in order to maintain F-1 status, international students need to be in the US taking a combincation of in-person and online classes.

According to the 7/6/2020 DHS guidance –

Returning or continuing F-1 students need to be in the US in the fall semester to keep their F-1 status valid.
Incoming international students may choose to do the following:
If you are able to enter the US as F-1, please do so using Emory 's I-20 and enroll in a combination of in-person and online courses.
You cannot enroll in online courses only per DHS’s guidance once you arrive in the US as F-1.
If you are unable to enter the US as F-1, you can take Emory’s online classes from your home country abroad if your academic program permits it.

No. For the spring and summer 2020 semesters, the Department of Homeland Security (DHS) has confirmed that F-1 status will remain valid even if the student participates in remote learning whether in the US or from outside of the US if the campus is closed due to COVID-19. As a result, it is important that students do not drop their spring 2020 classes, but rather maintain current enrollment through Emory’s remote learning in order to maintain their immigration status..

Can F-1 students engage in remote work for on-campus employment during remote learning?

On April 7, DHS announced that if the current on-campus employment opportunity has transitioned to remote work or the employment can be done through remote means, F-1 students may continue to engage in on-campus employment remotely during the COVID-19 crisis. Remember, to maintain valid F-1 status, you need to maintain full-time enrollment and continue with Emory’s remote learning until the end of this semester. It is still limited to no more than 20 hours per week even if you have more than one on-campus jobs.

Will my return in Fall 2020 be affected by the F-1 five-month rule?

Fall 2020

The 7/6/2020 DHS’s guidance did not include this, so we are asking for their guidance.. Χ

Spring and Summer 2020

On March 23, DHS clarified that "Five Month Rule" is not applicable while COVID-19 measures are in place -- "Under current conditions, if an active F student leaves the United States to complete the spring term online, their SEVIS record should remain in Active status and not be terminated. While the temporary measures related to COVID-19 are in place, students deemed to be maintaining status if they are making normal progress in their course of study. For that reason, the five-month temporary absence provision addressed in 8 C.F.R. 214.2(f)(4) will not apply for students who remain in Active status."

Yesterday, the U.S. government issued guidance regarding the Fall 2020 semester for students planning to study in F-1 status.

If your classes will be online only, you are not permitted to be in the U.S. The Department of State will not issue F-1 visas for students in fully online programs. U.S Customs & Border Protection will not allow students in fully online programs to enter the U.S.

If classes are hybrid (a mixture of online and in-person classes), you are permitted to take more than one class online.

We are working with schools and departments to confirm fall program structures and will be in touch with you regarding the next steps on how to request a new I-20.

Drexel, 本身就是Hybrid,但是ISSS发封邮件啥也没说,就重新读了一遍policy,然后说要re-issue I-20,然后没了。

似乎很多学校都是hybrid,没听过哪个一定会是全部in person的....至于怎么搞,就看各个学校的智慧了

hybrid那你们现在出了哪些课可以in person那些人只有online了吗
