需要关注的是其中附件《Slab Investigation》原文的结论是“The GSUS design did not include top reinforcing steel in slabs between vertical supports as required by the 2003 SBC, which governed the design of the Insignia Towers. Absence of this top steel allows concentrated cracks between columns, a condition that we verified through field observations. The building slabs appear to possess sufficient capacity to resist the code-required gravity loads despite this deficiency. The GSUS slab deflection computations do not comply with the code provisions for deflection computation and show excessive deflections. While floor fill is providing generally serviceable floor surfaces, we expect the structure will have isolated serviceability issues in the future, as have already been experienced. Given the large size of the building, the deflection vulnerabilities are likely to result in some adverse outcomes like those described herein. We do not consider the design of the reinforcing steel and the deflection computations to be sound engineering.”
其中关键点有
1. 不加楼板上层钢筋(top reinforcing steel)本身就违反了当时的2003版《Seattle Building Code》,我也查阅了一下,其中关于钢筋混凝土加固的第19章说需要参考ACI-318 2002版《Building Code Requirements for Structural Concrete》,其中13.3.8 Details of reinforcement in slabs without beams详细描绘了需要的top reinforcing steel的设计规格。
2. 开放商在计算机模拟计算结构应力和形变时也没有按照规章制度来,而是草草地用经验公式,“Slab deflection is a serviceability issue and not a safety issue. The project's slab thickness does not meet the depth ratios specified in ACI 318 Table 9.5c. Therefore, under ACI 318 Section 9.5.3.4, deflection computations are required and must demonstrate that deflections do not exceed the limits in Table 9.5(b). The GSUS deflection computations do not consider the effects of slab cracking or deflections due to live loads. Instead, the GSUS modeling computes deflections considering uncracked slab properties and applies a multiplier based on their prior project experience to account for creep, shrinkage, and cracking. This approach is an empirical method that is not consistent with the code prescribed methods for computing deflections. ACI 318 permits such methods but only when demonstrated capable of predicting deflections as substantiated by extensive test data. No such data is evident to support that this is a credible technique.”
我还给国内参与过上海中心项目的几个建筑师看过,得到的回复说就算目前没有安全问题,但是Serviceability问题很严重,而且不保证不会上升至安全问题(附近有个极端case:McGuire Apartments,发现设计问题最后被demolished,还有三藩市的楼歪歪:https://www.youtube.com/watch?v=qKtlZc-u9TU,虽然这些原因不一样,但可以看出近期北美高层公寓的建筑总体质量)。
希望各位买家引以为鉴,在看房时多留个心眼,特别是那些HOA disclose的一些文件。开放商肯定会downplay所有这类问题,就看HOA对此负不负责的态度了。
