D/S Ruling 进入final rule阶段

不知道大家还记不记得去年10月份闹得血雨腥风的D/S ruling (大致就是取消F1签证D/S规定改为F1签证的有效期的那个) 这个rule我最近忽略来但是刚刚眯了一眼发现竟然进入来final rule阶段...

有没有哪位大佬出来看一下这个rule是不是要悬了,临近stem申请我现在因为USCIS,H1B还有大选闹得天天头都在晕,要是再叠加一个这个我看今年真的要回国了

.. 解读这个状态有两个比较重要的点
先是关于agenda stage：
Each entry in the Agenda is associated with one of the following, five rulemaking stages:

• Prerule Stage: actions agencies will undertake to determine whether or how to initiate rulemaking. Such actions occur prior to a Notice of Proposed Rulemaking (NPRM) and may include Advance Notices of Proposed Rulemaking (ANPRMs) and reviews of existing regulations.
• Proposed Rule Stage:* actions for which agencies plan to publish a Notice of Proposed Rulemaking as the next step in their rulemaking process or for which the closing date of the NPRM Comment Period is the next step.
• Final Rule Stage: actions for which agencies plan to publish a final rule or an interim final rule or to take other final action as the next step.
• Long-Term Actions: items under development but for which the agency does not expect to have a regulatory action within the 12 months after publication of this edition of the Unified Agenda. Some of the entries in this section may contain abbreviated information.
• Completed Actions: actions or reviews the agency has completed or withdrawn since publishing its last agenda. This section also includes items the agency began and completed between issues of the Agenda.
  

怎样解读 12/00/2020
Timetable Actions

• Listed by dates and citations (if available), all past steps and a projected date for at least the next step for the regulatory action. A date displayed in the form 12/00/11 means the agency is predicting the month and year the action will take place but not the day it will occur. In some instances, agencies may indicate what the next action will be, but the date of that action is "To Be Determined." "Next Action Undetermined" indicates the agency does not know what action it will take next.
  

所以说，在十一月份（或者十二月初，具体时间我不清楚）的时候，DHS更新了他们的agenda，进入final rule阶段，并且预计2020年12月推出final rule。

no news is good news。至少目前为止，他们还没有放出final rule，chad wolf也辞职了，暂时接任的好像是fema的主管（不过具体谁来决定rule的推进也不好猜）。如果能挺到下一任biden团队的dhs secretary上台，大概率就安全了。
另外，h1b按等级抽签的final rule还是花费了很多篇幅去回复评论的。D/S这个rule有3w评论而且绝大多数都是反对，还有学校/律师/参众议员的评论。我觉得想处理这些的回复还是很难的。
保持乐观，持续观望。。。。

现在USCIS发个OPT reciept都要两个月，这要是取消了DS，USCIS怕不是得一年才能批下来OPT+EOS

被审核7个小时我... 如题各位大佬看看有没有问题？我就怕到时候拜登还没上位d/s就没了

这个进入final rule阶段到底意味着什么呀？有没有大神给解释解释

现在没有任何理由会推这个了。要是真的排除万难推出来，那也没办法

有大神懂这个是怎么回事么？
