关于寄送两份到Chicago的考虑

一直考虑要不要寄第二份去芝加哥，在收集了各个DSO的回复后，大家的general consensus 基本就是材料没有问题不建议寄第二份。虽然地里之前有几个case最后收到两张卡，但我反复权衡后还是不寄了，我认为可能出现风险有三种 (以下风险都是基于你的第一份I-20还没有超过30 or 60 days)：
1. 如果两份都拿到的receipt，最后withdraw其中一份，有风险会导致两份都被withdraw (具体例子: http://forum.desiopt.com/showthread.php/6245-Duplicate-OPT-Stem-application)
2. 如果两份都拿到的receipt, 并且都进入系统进行处理，万一在grace period或者stem 180 days extension 期间其中一份被deny，SEVIS 系统被直接terminate, 另一份有可能也无法拿到approval. (我因为要重寄的话I-20 会卡在过期前1到2天寄到，看到很多人receipt时间会有前后1到2天的误差，所以担心第二份因为违反I-20 60 days rule被deny导致第二种情况的发生）
3. 如果两份都拿到的receipt, 并且都进入系统进行处理， 有学校的DSO说 "Submitting two applications is against immigration regulations. If two applications are in the system, it could result in an automatic rejection/denial for both"

结合上面三种可能的风险，我认为如果你满足以下几种情况，寄出第二份可能会相对风险较小:
(1) 首先如果你的i-20 不能超过30/60 天， 再没有明确拿到rejection的情况下重开i-20的再寄的风险很大，因为第一份申请不会被rej （if 你没有用错表格或者通过取消check等方式让他被rej），而是在进入系统后会被deny，如果那时候你第二份也进入了系统，很可能在第二份process期间你的第一份就被deny了，sevis record会有被直接terminate 的risk。
(2) 第一份可以确保被lockbox reject, 从而可以保证最后系统里只有一份申请 (因为check金额不对，或者使用了旧的I-765表。 用personal check的朋友可以想办法阻止第一份申请的交易, 但取消check也会有风险。用cashier check 或者 money order的朋友请三思，这两种payment应该是不能取消，最后大概率会导致两份申请进入系统);
(3) 两份申请都要确保万无一失，比如我自己是不能确定第二份最后能不能算在60天内寄到，有第二份被deny的风险。


下面具体是我收集到的几种DSO的说法：
(1) CMU:  'If you previously filed your application with the Dallas or Phoenix Lockbox addresses and you are still waiting for your receipt notice, please do not file a duplicate application to the new filing address.   It is our understanding that the USCIS Ombudsman’s office has indicated that USCIS will transfer I-765s filed at the AZ and TX lockboxes to another location. OIE will communicate an update to this news article as soon as we have additional information.'

(2) USC: 'OIS will not issue a new I-20 at this time because we do not want to duplicate or cancel any applications that have been received (i.e., delivered) to USCIS as this can cause a number of additional issues with your OPT application, including denial.'

(3) Unknown school's DSO (from someone's Email screenshot): 'Thank you for checking with me first. We do not recommend you send a second application. If you have more than 1 processing you are likely to get a denial for both. We have someone now with an issue due to multiple applications which will likely end up with them not getting any authorization at all'

(4) Unknown school's DSO (from someone's Email screenshot):  'You do not want to send in a second application if you already have one at one of their lockboxes. If you have two applications submitted to USCIS for the same request, they can deny the request'

(5) Unknown school's DSO (from someone's Email screenshot):  'Again, unfortunately, submitting a second application is not recommended. Submitting two applications is against immigration regulations. In addition, if two applications are in the system, it is more likely to confuse the process and could result in an automatic rejection/denial for both.  Lastly, submitting a new application would require that I cancel your current OPT request and issue a new OPT I-20. This would mean that if your application was processing then it would be automatically rejected. Please note that the delay in receipt notice does not necessarily mean that your application is not being processed'

那肯定需要重开I-20了，如果你的765缺了一页，在lockbox就会被reject，第一份就不会进系统。具体风险还是得咨询学校DSO或者律师。

支持楼主！如果确定第一份材料没有问题的话确实不建议重新寄。另外之后申请OPT的朋友们不妨可以留意一下，所有递交的OPT材料自己也要留个底方便在等待期间自己排查出错可能…

同意楼主的说法，现在慢大概率是避免不了了，能做的还不如是让自己稳当地拿卡。但是重新寄一份最后能快多少天拿卡，都是未知数，而且msc我一天跟下来发现会三四千份case，按照隔壁的说法既然没有优先级那处理到什么时候也不好说.....
ps：我印象中今天看到某个dso说重新file一份只不过是给自己一个感觉自己在do sth.....

所以楼主最终的决定是不寄了吗？我的情况是第一份i20 issued还没到30天，最近也在纠结。楼主的意思是这样寄两份也会有风险是吗？

check 写错100%会被reject 我觉得你如果I-20还没过期抓紧重寄。I-20过期了也赶紧找学校重开I-20重寄

我决定不寄了，但我不寄的主要原因是我的I-20寄到时候还差1-2天就60天了，看到一些receipt上的日期会比delivery date晚两天，所以怕不满足STEM 的60 days rule。 如果你i-20没到30天，有充足时间寄到可以考虑重寄，但也有我文中写的那几点风险，具体还是咨询律师和DSO后自己做决定吧。

填表的时候有些空留了空白没填N/A会被reject吗……？
