加拿大F1续签免面签

之前有一个加拿大美签的预约，昨天收到邮件：
Dear visa applicant,
As of March 17th 2021, the United States Embassy in Ottawa began waiving consular interviews for applicants renewing a visa and meeting certain criteria. If you are renewing a visa in the following visa categories (B1, B1/B2, B2, C1, C1/D, D1, F1, F2, F3, H1B1, H1C, H3, I, J1P, J2P, M1, M2, M3, O1, O2, O3, P1, P2, P3, P4, Q1, R1, R2, TD, TN, Transition) and the visa is still valid or has expired within the last 48 months, please follow the steps below to see if you qualify to renew your visa without an in-person interview.
Please note that you must first cancel your existing consular appointment to see if you qualify for an interview waiver. If you do not qualify for an interview waiver after completing the steps below, you will need to schedule a new consular appointment based on current appointment availability.  (Please be aware that if you have never had a visa previously, you must attend an in-person interview and should not take the steps below. Instead, you should prepare to attend the interview appointment you have already scheduled.)

Steps to determine eligibility for a consular interview waiver:
1.        Log into your account at https://ais.usvisa-info.com/en-ca/niv and click on the “Continue” button.
2.        Select the “Cancel Appointment” option and confirm the cancellation request.
3.        Click on the gear icon, select the “Edit” option, review your profile and update as needed on the Edit Applicant page, click the “Save” button, even if you did not change any information.
4.        Finally, select the condition statements that apply to you and click the “Confirm” button.
The system will determine your eligibility for an interview waiver based on your revised information and provide information on how to submit your visa renewal application to the Consular Section. If you do not qualify for an interview waiver after revising your information, you will be instructed to schedule a new appointment for a consular interview.
想请问在加拿大申请F1续签免面签是否有利（是否可以直接人在美国直接将护照邮寄到加拿大的领馆，即在不冒无法入境的风险下尝试续签）？

更新：前面dongmd君说的是对的，刚刚给Canada Official U.S. Department of State Visa Appointment Service打了电话，对方的回复是：这个waiver只适用于（1）加拿大永久居民；或（2）previous visa issued in Canada的申请者。所以我（和本帖的大部分朋友们）是并不适用的，仍然需要现场申请

我觉得是后者……按照他的指示，不合格应该是在填写之后他才会判断的

说起来，查了下中国的免面谈要求，是要求旧签证在中国发出的
加拿大的预约系统也有问你签证在哪儿发出，我的不是加拿大发的，只能选not listed
如果说不能跨国免面谈时普遍要求的话，那可能在那个问题就已经disqualify了，没必要再问问题了...

是的，我在美国。字面上说肯定是可以的 "If you are renewing a visa in the following visa categories...and the visa is still valid or has expired within the [last 48 months]"，但实际如何/是否有风险我就不知道了。我也过期1年了hhh

我试了一下，之前没有预约的，就直接去edit applicant了，之后并没有跳出所谓了conditional questions，也没有任何能waive interview的提示，只有schedule interview
不知道是不合格还是系统没设好...

没有，如果有会回复。先看看万能的地里有没有答案，明天可能给领馆打个电话问问看（虽然他们不一定接2333）
