Why should I apply to the Ph.D. program rather than the MS program?

If there is any possibility that you might wish to pursue a Ph.D. degree in our graduate program, then please indicate that you are applying to our Ph.D. program on your application. Due to recent budget cuts, Texas A&M University is no longer able to provide full tuition waivers for supported MS students. Should you decide later to make the MS degree your terminal degree from our graduate program, the course work that you take in our Ph.D. program can be applied to your MS degree plan.

我自己条件申MS还是可以的，但是还是想试试PhD.他这段话也没说清楚，如果不够qualify做PhD的话，会不会改发MS AD呢。。
