I hate to say this, but I think your chance to get to our Ph.D. program is not great. Our university is a public school and they do not have much funds to recruit international students. There are only ~three opening for international students per year, but there are >100 applications from the outside of US. Consequently, it is highly selective and competitive. There is nothing I can do until you get accepted to the program, the process that would be controlled by an independent admissions committee (this is pretty common in many US programs).
I wish you good luck with applications to Ph.D. programs.

同在申phd 感觉意思就是没钱吧 可以move on了 我是ucsd的组里有好几个同学是自费或者只有1/4奖

我觉得基本上算是劝退了 如果招前3%的话 对于前20%的学生应该不会这么回的
