To whom it may concern:
I am very interested in the CS program at your school. And I have noticed that the minimum TOEFL requirement is Writing 22, Speaking 23, Reading 21 and Listening 17 in each section. However, my TOEFL-IBT is as follows: Writing 25, Speaking 20, Reading 28, Listening 29 and the total score is 102. I am wondering whether I can use this score to apply or not.

Yes your scores are acceptable.
TOEFL or IELTS is required of all applicants whose undergraduate education was completed in a non-English speaking country.   Scores must be current within 2 years of the applied semester.
The only exemptions are for US trained undergraduates and international applicants coming from english-speaking countries.  An undergraduate degree from a U.S. college or university , if you have attended the US institution a minimum of 3 years, satisfies the requirement.  Applications missing required scores may not be reviewed by the admissions committee.
The minimum Paper based TOEFL score is 575.
The minimum Computer based TOEFL score is 233
The minimum IBT-internet based TOEFL is as follows:
    Writing  22
    Speaking  23
    Reading  21
    Listening  17
The acceptable IELTS score is bandwidth 7.
Individual programs may have higher requirements for language intensive areas, such as History, English, Psychology and others.

On rare occasions, we have accepted a student with a somewhat low TOEFL score.  We have used telephone interviews in some cases.
