"Person connected with a foreign adversary" means a person that is owned by, controlled by, or subject to the jurisdiction or direction of a foreign adversary or an individual acting on behalf of or in conjunction with a foreign adversary.

是的。也没说a person connected with a foreign adversary except it's green card holder.  。 单独的a person connected with a foreign adversary能代表Chinese么？

当然也可能这么写就更无法通过。
