PhD.Offer? [Toursim &Hospitality@Purdue] 这个算是个准offer？

早晨起来，收到普度发来的邮件，内容如下：
Dear XXX:
This letter is to indicate the Admissions Committee of this department has recommended you to the University Graduate School for admission into the Ph.D. program. Congratulations! The members of the Admissions Committee were impressed by your academic preparation to date, your goals, research interests, and the potential you have demonstrated for success as a departmental colleague. Our recommendation has been forwarded to the University Graduate School for final review and formal acceptance.

The program in this department is based on a three-year period of residential study. All academic and work assignments are designed to lead to a degree within the three-year period. It is expected that students will accept a position in the program with this understanding.

We are in the process of determining which students are eligible for the available research or teaching assistantships and fellowships. You are being considered for funding, but we do not yet have an offer of funding to make to you. We hope to have these decisions made within the next couple of weeks so that we can let you know what funding accompanies this recommendation of acceptance into our program. We will let you know as soon as decisions are made for funding


这个算不算准offer呢？希望能顺利评上奖啊！
