Finally, I saw something from DHS. This is from today’s SEVP Webinar Slides (Slide#13), which is about to begin in a couple of minutes from this post:

“WashTech Lawsuit Challenges STEM OPT
• DHS is aware of the court’s ruling, and we are working
on a draft rulemaking. We are working aggressively to
meet the court’s deadlines.”

根据immigration girl 之前的解释，她说public notice 不一定要足60天，40天就够了。

就算是30天，你从现在开始算也来不及。。OMB 30天初审，到11/2/2015，紧跟着30天public notice，12/2/2015，dns整理public notice的comment再提交，1/2/2015 OMB开始最后审查，2/2/2015通过。如果当中任何一步多过30天都危险。我觉得只能按照Fragomen律师的解释，就是2/12号之前已经收到EAD的人不受影响。或者临时有行政命令出炉说所有人不受这个影响。至于这个行政命令用什么形式出台，是和法院申请还是别的就天知道了。

So~~~? It's Oct now and has been 40+ days since court ruling, you are still drafting? I call that procrastination! And it still need 60/90 days for public notice/discussion. So if they pass new rule later than Nov, it's aint gonna to work!

至少说明dhs没有放任不管，并且说的很明确了 "we are working aggressively to meet the court deadline", 这对于一个政府机构来说已经是很大的承诺了，应该说是很大的好消息

感觉就算再agressive也来不及，不过上次不是说可以跟法官请求宽限时间嘛，所以应该还好

希望能宽限时间
