Totally support the regulation! Don't forget what makes USA one of the best countries in the world! Diversity culture, respect, creativity and equality! It's funny to see so many US citizens cursed and blamed their unemployment on "foreigners" who paid the same tuitions to college, work much harder to achieve their American dreams, respect and help each to obtain mutual improvements.

Don't emphasize that you are a citizen of USA and acting like you paid lots of taxes for USA. To be honest, I seriously doubt what contributions you made to this nation.

个人觉得我们不光要自己去评论，还好发动周围的同学（不光是中国同学，还有印度人和美国人），熟悉的老师，学校国际学生管理机构，以及其他美国朋友去评论。目前看来评论里面大部分美国人名下的评论都是负面的。我不知道最后会不会把国际学生的评论都过滤掉，或者给美国人的评论更多的权重。但是很明显目前很多参与评论的美国人看起来就是反移民组织号召的水军，而大多数普通美国人可能并不了解这件事（我们很多利益相关的同学都不清楚，更不用说他们了）。因此与其自己每天换名字去刷评论，不如多号召周围的人去评论。不用担心被号召的美国人反而去写负面的评论，因为我相信我周围的美国人大多数是理性的，如果都是像那些水军一样，那我觉得这个鸟蛋国家也没啥好待下去的了。

Title: Public Comments on New Proposed OPT Extension Rules for F-1 Students with STEM Degrees

Hi All,

Sorry for bothering you. Some of you might have heard of the new proposed OPT extension rules for F-1 students with STEM (science, technology, engineering) degrees.

. From 1point 3acres bbsOPT (optional practical training) is the period during which F-1 students who have completed their degrees are permitted to legally work in U.S. OPT extension which was announced in 2008 extended this period by 19months for F-1 students with STEM degrees (Wiki链接OPT ). For most F-1 students who want to legally work in U.S. after graduation, OPT and its extension are crucial for them to prepare for applications to H-1B visa or green cards later.

However, the OPT extension was judged illegal this August because it didn’t go through the public comments before it was issued in 2008 (英文网站链接). According to this judgement, the OPT extension will be cancelled in February 2016. Therefore, there will be only one chance for STEM F-1 students to participate in the year-round H-1B visa lottery. If you didn’t get H-1B visa in the lottery, you will be forced to leave U.S. after the end of 12 months’ OPT. Considering the fixed H-1B quota (85,000 per year) and the increasing number of applicants (around 230,000 in 2015), hundreds of thousands STEM F-1 students who are working in U.S.  or planning to find a job here after graduation using OPT will be affected by this change.

As a remedy, U.S. Homeland Security proposed a new extension rule on Oct 18, 2015 to replace the old one (新OPT网站链接 ). It will extend the existing OPT by 24 months, which means you could legally work in U.S. for 3 years and apply to H-1B visa during this period, IF IT IS ISSUED. To make sure it is legal this time, the new rule is now under public comments stage. This public comment window will be open for 1 month which means there is ONLY 10 days left.

HOWEVER, some anti-immigrants organizations who sued Homeland Security for the old OPT extension rule have dominated the comments (新OPT评论页面链接 ). 为了尽量保持中立，我没有直接号召一定要写正面评论，但是意思不言自明。唯一的问题是收到邮件的美国人可能不知道该如何评论。因此有需要的版友可以对这个模板进行修改，添加一些反驳的要点供他们参考。我的导师（美国人）收到邮件后立刻回复说要去写一条有用的评论，让我给点意见，我非常感动。组里的一个印度人看完邮件后在办公室大骂了一声f***然后去写评论了。所以大家一定要多号召周围的人去评论!

As a student in America, the prolonged OPT program is a necessary for the elite students and workers in the STEM area, for this will definitely benefit America's economy and increase the local's chance of working.

First of all, what America need is the elite which could help the company in America to have an international view and get success, which is very important for the companies to maintain the leadership in the next generation when competing with the company in Asia, only locals will not play such an important role, by hiring foreigner the company could achieve such goal, then the 35 mouths OPT program will help them to hire a people with international view and help to improve the company, while if the extra prolonged 24 months is canceled, the company will not be able to hire the people they want.

Also, in most area, the foreigner are the indispensable parts in such area, for most universities have enrolled many international students, which usually constitute more than a half of the students, especially for the graduates,  so is the job market in America, And if the OPT program is only limited to 12 months, the university will not be as competitive as it used to be for less people are willing to go back to their homeland immediately after graduating from the university, the decreased enrolled students will also cause the finical crises for the universities in America and this will harm the leading position of American academic, and the bad influence will also seriously hurt other high tech filed subsequently, which will cultivate the development of other countries' academic development in turn.

Ultimately, the prolonged OPT program will increase the opportunity of getting a job for local people, though my major is not finance, but from what I experienced, the international students are important consumer, for we spend tens of thousands of dollar in america, and our consumption have create many job opportunity, like we rent houses, we buy all kinds of products that pay taxes, and we also hang out to have fun, I believe such activities will help hundreds of thousands people to get a job, if the international students are not welcomed and the number of students reduced, many people will lose job, and when we graduate and want to find a job, we are naturally a weak group comparing to the local people, for company need to think twice before hiring us, we are not deprive the locals' job opportunity, in more cases, we are compensate for the jobs that the local people can't suit.

In conclusion, the prolonged OPT should not be canceled, but at the same time I think we should take some actions to make sure it's not been abused by the cheaters and people that are unneeded by the American companies.

I strongly support this proposed rule since this is a win-win strategy for both US and international students who attained or is going to attain STEM degree in US. On one side, US tech companies rely on international students to create values for their companies, which bring more revenue and then be converted to tax for IRS. And this tax would benefit each US citizens here. For international students here, this is a good opportunity to apply what they learned in class and gain more real-world industry.

After reviewing so many negative comments who object the proposed rule. I found something they have in common: they are really afraid that US citizens will lose their jobs in all the industries.
I don't think they have to worry about this at all. First, the proposed rule only benefits international employees who attained their STEM degree in US. And OPT extension only allows them to work in tech industry. Working in any other industry will be illegal and they will get deported if they get caught. Second, it was because US citizens cannot fill in the void in the US tech industry that international student can come in. US tech companies definitely prefer US citizens over international students if they have the same skill set and capability because they can work here without any restrictions whereas international students need sponsor from those tech companies. And those tech companies is risking potential loss of those international employees because of the H1B lottery system. So, why would they choose international employees if they have to face those troubles?

So, if those people really need something to worry about, this is what they are supposed to worry about: why not spending more time improving their own skills set those companies are looking for instead of wasting time leaving negative comments here? Competitions are everywhere in the world. Tech companies will never hire you if you are not qualified regardless of your citizenship! Only the strong survive!
