Title: Improving and Expanding Training Opportunities for F-1 Nonimmigrant Students With STEM Degrees and CapGap Relief for All Eligible F-1 Students
Document ID: ICEB-2015-0002-0011
Comment:
I think those who are dead against this proposed rule should calm down first. Lots of Americans come here to just oppose everything and even want to kick out all immigrants immediately. These Americans shouldn't blindly oppose it with anger.
Actually in the circle of my classmates, I never see an American classmate who is able to graduate from our Engineering School cannot find a decent job. Americans should have known about it. Many STEM areas & jobs are only for US persons. Because of status and security clearance, foreign students can hardly get a job in these areas. US-born Mechanical/Chemical Engineering undergraduates from Engineering schools with lower GPAs than foreign-born ones' can easily get multiples job offers from big companies such as Raytheon, Boeing, GE, DuPont, DOW Chemical, blah, blah. Meanwhile, foreign-born ones can hardly get positions in these areas. Because you are US-born, you can take these positions and you should cheer up.
If US-born STEM students are afraid of competitions with foreign-born STEM students, please choose a major under Technical Alert List(Sensitive Major List). If you are smart enough, you definitely have job security you want. Job opportunities of these areas are all yours. Don't just blame foreign-born STEM students for taking away your jobs.
Well, the employers still have to pay social security and medicare(7.65% is alluding to this I suppose) to the employee, so they don't save a penny there. Yes, OPT students don't have to pay them and that results in a loss of $4 billion. However, we are not eligible for social security benefits either. It's fair. In return, international students contribute about $26 billion in tuition fees alone. This is not an insignificant amount especially to universities.
I understand Americans are not making trouble out of nothing. I think Americans find that some kind of companies, especially ones from some country, is the reason why today happened. Also, there is rampant cheating among these companies. Many applicants file petitions with multiple "companies" in the same year to boost their chance, significantly lowering the chance of others who follow the rules. This is so well known, yet DHS is doing absolutely nothing about it. We are suffering a great deal from it as well.
Foreign STEM students are not illegal immigrants crossing the border. They are not gaming and abusing US immigration rules. They are always contributing a lot to the US and are the most innocent ones. Ironically, they are becoming a target of public criticism. Definitely, US needs a reform on immigration rules, but please give more constructive suggestions rather than irrational oppositions. We don't want the moral of the story like this: If you play by the rules, you are the first to lose.
