I support this proposal because I believe we should keep hard-working intellects in our country. With the quick growth in internet development, IT field bring lots of profits and economy growth to US. If we don't have a way to keep useful people in America, we cannot keep the leading position in the world. And foreign workers and international students are not taking jobs away, they are creating more jobs for US. United States need these people and we should give more relax regulation on them. Two years extension is a fair time for them to work.

Let me put it this way. Two years' extension is just a period that we test them. If they are not qualified, we kick these people out and save jobs for US citizens. But if they are vital to IT industry and US economy, why don't we keep them? Don't we want more economy growth and everybody can live in their dreams? IT field is not like other traditional industries, we cannot find enough citizens to do the job. Make foreign workers to work for us is a smart way to go. Besides, extension means to test them, not keep them freely. We need this extension to eliminate the useless students and keep more hard-working intellects.

I strongly support the proposed OPT extension rules for F-1 international students with STEM degrees. The proposed rules will significantly increase the competitiveness of US STEM education, bloom the economy and eventually be helpful to every American.
The attractiveness of US universities who provide STEM education to F-1 international students is not only because their high quality education programs but also because the OPT program which provide F-1 students in STEM degrees the chance to gain more practical experience in high-tech companies and research institutes. This is a unique advantage comparing to STEM education for international students in other developed countries. The OPT extension will therefore further strengthen the competitiveness of US STEM education and attract more and more international students to study for STEM degrees in US universities.
What does it mean to US with more competitive STEM education and more F-1 students with STEM degrees? First of all, it means that there will be more economical benefits to US universities with more F-1 students. Therefore these universities will have more funding to further improve their education by introducing more high-reputation professors and investing more on high-tech equipments  for education and research purposes. It will be beneficial to every American student who is studying there while he/she does not need to pay extra tuition for the improvement. If we review the increased number of F-1 students pursuing STEM degrees in US universities after the economic crisis after 2008, we will know how much contribution they did to save the STEM education from funding shortages in the crisis (http://www.iie.org/Research-and- ... ernational-Students , http://www.nafsa.org/_/File/_/eis2014/USA.pdf ). By the way, 2008 is also the time when the older version of the OPT extension rules got approved.
After the crisis, these universities who were less affected by the crisis eventually provided more qualified students with STEM degrees to US job market. Lots of them were F-1 students who worked in high-tech companies and research institutes later. As you know, these companies and institutes made great contributions to the economy recovery. But they would not be able to achieve the goal without STEM F-1 students (http://immigrationimpact.com/201 ... llions-u-s-economy/ ). The OPT program and the older version of extension is the key to hold enough STEM F-1 students and let them continuously contribute to the industry and the overall economy.
At such a moment when the economy has more or less recovered, there is a voice coming out that we no longer need so many STEM F-1 students now and it is the time to give jobs back to Americans. But they ignored a simple fact that US job market always put citizens and/or green card holders at the highest priority. If you made a simple job search in LinkedIn or Indeed, you will find out numerous positions with restriction like “This position is only open to US citizens and permanent residents (Green Card Holders)”. For those positions without such a restriction, employers are forced by law to provide same or higher wages if hiring F-1 students. The cost to hire an F-1 students will be even higher if the company decides to provide visa sponsorship after the period of OPT and its extension. More importantly, the employer needs to pay the same level of payroll tax and social security for hiring an F-1 student. The gap between increased high-tech job positions and insufficient American students with STEM degrees is the only reason why companies want to hire more F-1 students and stay them longer (http://www.nber.org/papers/w11457.pdf ).
Some people might claim that there are companies who hire international students for low cost. That is partially correct. Yes, some subcontract companies directly hire ‘international students’ with less wages and do not pay tax and social security. However, most people are not very clear on the fact that these ‘international students’ hired by subcontract companies got their STEM degrees outside of US and they are different from international students with F-1 visas who graduated from US universities. The first group of so called ‘international students’ are the real ones who steal jobs from Americans! Moreover, subcontract companies not only hire them for low cost but also file multiple H-1b visa applications for them to increase the probability to get approved (http://www.wsj.com/articles/comp ... yers-say-1433237586 ). The situation of H-1b abusing significantly increases the difficulty for OPT F-1 students to work in US for longer time, considering the fixed quota of H-1b visas each year. From this point of view, some of the OPT F-1 students are also victims.
In conclusion, the proposed OPT extension rules for F-1 students with STEM degrees will be significantly helpful for high-tech companies to fill the gap between increased job opportunities and insufficient American STEM workers. It will therefore be beneficial to the whole economy of US and will eventually lead to more job opportunities for all Americans, in both STEM related fields and not related.

Must Support.

This is more like a debate of 'whether to cancel the OPT policy' because it has been enacted since 2008.

I just have to say, it's impractical to cancel it (or in this case, not passing this proposal).

I don't have to repeat the multiple benefit the policy can bring(has brought) to this country, nor do I have to emphasis that it has nothing to do with the unemployment rate and minimum salary, since previous comments have reasoned those points crystal clear.

The consequence of not pass would be suddenly taking away a large amount of employees from Google, Apple, Amazon, Facebook, Microsoft... and there are just not enough number of American STEM students to make up for those vacant. It would be devastating for the most innovative companies. Innovation need not just ideas, but enough really skilled engineers, programmers, mathematicians to carry them out.

If want more American people to work in STEM area, actions should start from the education system, to encourage young people to choose STEM majors. And this cannot be achieved overnight, not when the proposal meet its final decision, it should take years or even decades.
