I agree the third point "only students from top50-100 US universities can get OPT" will probably receive anger from people of low ranking schools. But it is a good measure to at least reduce concerns that US public have about jobs taken away by foreign students. Also, if you are really qualified (based on merit) for a US company that has the resources to sponsor H1b visa, I do not believe that you come from a low ranking school
