主要还是地里筒子们的观点，感谢大家的力量！对于每个人来说，希望这个policy的通过能有自己的一份努力，更希望policy不要因为自己的一次漠视而没有通过。

I STRONGLY SUPPORT the opt-extension.

On one hand, foreign STEM tech workers contributed tremendous growth to the USA economy. However, as we know, a great part of these talented workers will lose their rights to continue working and contributing to their companies and to the USA economy due to the limited H1B Visa approval per year if there's no OPT extension.

On the other hand, it will be a great loss to many tech companies in the US if their talented employees who are on OPT have to leave the country due to 12-month limitation of OPT.

What's more, the US universities and research institutions will be more attractive to the foreign tech students with the opt-extension policy because in this way the students have more freedom and more opportunities to gain some working experience internationally and will be more competitive when they go back to their home countries.

Therefore, I believe the policy of opt-extension can lead to a win-win result and it should be supported.

1.受了美国高等学校的教育，就应该为美国做点贡献。不然让他们跑回自己国家跟USA竞争？
2.外来竞争者让美国人就业苦难，但这是历史的发展趋势。美国人自己应该更努力。应该站在为了美国好而不是自己的小利益的立场。
3.外来人知识教育程度高、犯罪少、同样缴税。

Support, definitely.

1. Those talented guys wherever come from(mostly Asia), who entered top colleges or universities in USA, should and be encouraged to contribute to USA afterwards. Or what? They just learnt a lot and go back to their country, then compete with us？We should make use of those talents, to keep USA better.

2. I know many of them have made us citizens hard making a living. However, that's because history just keeping advancing. The only way for me and you is to study harder, work harder. Why complaints? One who fails the long-term competition is the one roaming the streets later.

3. Admit it that they are good, they are highly educated, they do not commit crimes, they pay a lot taxes. You guys should look in the perspective of grand America, not your tiny insignificant wellbeing.

Don't be a coward! let them in, then be us for US!

如果废除的害处：1. 影响企业竞争力，减少就业 2. 教育缺少实践环节，上学人少，对教育行业冲击
如果生效的好处：1. 大部分行业不会受到政策影响，反而会有红利。即使stem行业竞争也是国际市场决定的。2. 企业有更多时间考察挑选。 3. 学生积累更多经验。
建议：扩大范围，但严格审查。

I can't think of any solid reason why some people are against this OPT extension rule.
If the rule got vacated, it is easily foreseeable that:
1. Many US companies will lose qualified employees. I don't think they are going to lower the bar to achieve some employee number. Instead, they are more likely to outsource the jobs to some foreign companies for lower cost. Worse still, since these companies are not only competing against the American local companies, but also the companies worldwide, losing such employees will weaken competitiveness seriously, causing a shrink in job positions. This is also true when speaking of the whole US economy.
2. It will become less attractive for international students to have education in US. The education here is famous for its high reputation and the practical training. As a whole, the education should be the combination of knowledge teaching and skill training. A lot of international students here value the working experience very much for their future career development when they go back to their own countries. Less students means less education earnings, less related job opportunities, and less people contributing to the researches.

On the contrary, everyone can benefit from the rule:
1. For American citizens.
Let's see where the competition happens. As this rule is restricted in STEM, most qualified students are in high tech industry, meaning that it will have little impact on the most employees in other areas. The prosperity in high tech will definitely benefit other industries, bringing more job opportunities for Americans. Even in high tech industry, the competition is not decided by the international students, but the worldwide high tech market, let alone the small number of qualified international students compared to the total employee number.
2. For companies.
They have longer time to select the right person to hire.
3. For qualified international students.
They can have more practical training, and accumulate working experience for their future career.

While I do have some suggestion:
It would be great if the applicable scope can be expanded to some other majors in addition to STEM. On the other hand, more strict check should be implemented against the companies E-verify qualification.

I wholeheartedly support this proposal regarding 24-month OPT extension. I believe it would benefit United States by keeping the talents in the country and, particularly, suffer less financial losses.

Most OPT holders have been offered admission from prestigious universities and programs in United Stated, and among them, a lot of them have even been granted a full scholarship when they work on their degrees. Usually, a student would need a near 4.0 GPA and extensive hand-on real world experiences to be granted a scholarship. In other words, those who win scholarship from the top-level universities are the greatest talents of talents, and are the most likely people to generate huge revenue for the country.  However, if they go back to their home country, not only will the revenue making opportunities go back with them, but all the scholarships invested on these talents would be wasted. Currently, less than 50% could win the lottery when applying for H1-B visa, therefore this tremendous financial waste could only be prevented by expanding the OPT period.
