I, as an international graduate student in business analytics major, strongly support the proposal of making OPT Extension 24 months. Firstly, International students in STEM majors contribute heavily to the US economy. We invested hugely into education and have become an crucial factor in boosting the GDP of the US. At rate of $200000.00 per student for 2 year degree with tuition and graduation fees, staying expenses and other education revenue the US is receiving ( Total $80000000000.00). Students will contribute to the growth of US Economy by paying the Taxes on their employment (3 Years x $3000 per year x 400000 students= Total $ 3600000000.00). If the OPT extension rule is cancelled, then students will go other countries with OPT system, negatively impacting the US economy.

Secondly, international students are the backbone of the US tech sector. With OPT extension rule, employers will be getting the top notch brains and new energy filled students who can bring benefit to the company by the new developments science and technology and IT ( Ex: BIG DATA in IT, Social Networking, Mobile technology) otherwise relying on obsolete technologies. This will potentially, and obviously, further help the development of the US economy.

Finally, as many citizens point out, foreign students may have an impact on the employment of US workers. However, this impact will mostly likely be positive. Because with the continuous economic development, partially contributed by foreign high-tech workers, there will be more and more job opportunities opened to US citizens. The problem that OPT students are underpaid can very well be resolved by the "training and mentoring program" that's included in this newly proposed rule.

The new rule would attract more talents to contribute to the economic growth of the US as well as a significant drop in the unemployment rate for US citizens. It is a win-win situation for many graduate schools, local businesses, and local residences. I am from China and I live an urban area, Hoboken NJ. Many international students come to the states for post-graduate education because of the education quality as well as the OPT rule. Spending two or more years in the states would provide them the opportunity to practice what they learned in a top-tier company and gain valuable experience for their career. Even though the quality of high-level education matters a lot for the students, the potential of gaining oversea working experience is even more attractive to them. During their study, the tuition they paid help the growth of the graduate schools, which is a large potion of the income of many US private colleges. With the considerable increased income, the graduate schools can largely extend their financial supports to undergraduate students, most of which are US citizens in necessary of good financial supports. During their two or more years in the states, they help the growth of the local businesses and financially benefit the local residences. Most of the international students come from middle-class families. They buy local goods and enjoy local restaurants. When they stay in the states, their family come to visit them and spend a considerable amount of money buying products from the states. I can easily find a lot of international students in businesses at Hoboken. They are mostly well educated and post no-threat to local safety. Local residences enjoy being neighbors with them. Real-estates companies and private house owners enjoy being their lords because they paid their rent on time every time. The new OPT extension rule is absolutely attractive to the potential international students. With more students to the states for study, they help the graduate schools to support more American kids to go to the colleges, they help the local business grow and hire more americans and they directly help the local residences increase their incomes. This is an obvious win-win strategy for american people in both short and long term.

I strongly support the OPT extension proposal.

These STEM students are contributing what the nation needs most to the country, and I believe that is the reason why we are setting up the term "STEM" from very beginning. To maintain the STEM related principles' competence around the world, US should try to attract these high-level talents to stay, not to push them out. And the legal status of staying and working in the country is the basis.

We setup STEM because the nation needs large volume of talents in these fields, and the US citizens only are far from enough to fill up all these needs, which is a really unnecessary lose-lose choice. If US is open enough to attract these high-level talents to stay, it is clearly a win-win choice.

OPT is the key factor differentiating US from other destination countries for international students. It attracts the world's smartest minds to strengthen Corporate America. Those global young talents fuel US's innovation engine, keeping its leading position in STEM field.

On the other hand, working experience is important for international students. It is exactly the time they begin the OPT when their careers take off. By giving them training program like OPT, their global perspectives help to unveil new growth for US economy. It explains why there are increasing number of international entrepreneurs emerge in the past decade. This helps employing more US citizens. However, these startups are only possible if OPT with reasonable length can be granted to them.

Lastly, it is well known that US tuition is expensive even for middle class American families. International students always pay the full tuition. Their family are well above middle class in their own country. These youth are going to be the elites of their country in near future. With their influence in working environment, US companies benefit greatly from further international presence. For example, companies like Uber and Facebook will definitely benefit from broader markets like India and China.

The extended OPT plan BENEFITS not only the international students, but also every US citizens. I found that most of the negative opinions focus on the point that international students would threat American workers. However, I disagree with this opinion from the following three aspects:

Firstly, with the help of international STEM students technical companies have created numerous values, which in turn are converted into tax revenues. Without those students, the US GDP would be greatly influenced.

Secondly, they need not to worry that the international STEM students would impair their jobs. On the one hand, international students can only work in the companies that support H-1B sponsorship. On the other hand, companies would always prefer native students if they are equally competitive.

Finally, those who blamed for this plan should think more about how to improve their own skills and knowledge. Most of the international students strive hard for their future, but what about those who have no skills but still complain a lot?
