UCLA的Confidential Financial Statement form能填写0$吗?

2月底收到UCLA MAE的邮件说，Your application is currently under review and requires the Confidential Financial Statement formPlease complete the Confidential Financial Statement form. Obtain proof of financial support (bank statements, etc. student must show proof of minimum of $55,300).

请问有经验的同学们，是否必须要提供最低$55300的银行财产证明?
申请PhD的财产证明不能像某些学校一样填写0$，然后表示需要全额资助就可以吗？
从网上看到UCLA很穷很穷～这是否是已经穷到必须要PhD学生养了？
