S386 was pushed to unanimous consent. Several crucial things to point out:
1. HR1044/S386 so far have had zero public hearing. While millions of lives in the backlog plus replaced Americans are directly impacted by the bills, legislators in our government have failed to let the public have a say.

Massive visa abuse by IT outsourcing firms will only be emboldened by S386 to make the backlog even bigger

It should be recognized that the root cause of the employment-based green card backlog stems from many years of H-1B visa abuse where IT outsourcing companies flooded the H1B lottery program with applications on behalf of Indian nationals and dominated visa distributions. Passing legislation S. 386 would simply reward this H1-B visa abuse and would allow one industry, Information Technology, and workers from one source country, India, to dominate green cards over all other countries and industries for many years into the future.
5. Green cards should be awarded on a FCFS basis only after systematic visa abuse is ended, or it will be a joke to Americans, global talents from other 190+ countries, and citizens from developed countries that already have a true merit-based immigration system

3. 7% quota and 150 yeas are LIES. 其他国家没有用完的配额都会被用上,印度人拿到的绿卡事实上远远超过7%(大概20%?)
4. 印度人的backlog并不是针对他们种族的歧视,而是其abuse H1B system自食恶果。The backlog is the result of H1B abuse and outsourcing IT with foreigners from India. This bill does not eliminate the backlog as H1B abuse continues to exist and is supported bu big tech companies.
