加州将禁止本州监狱系统及联邦移民拘留中心使用私人监狱

加州州长加文·纽瑟姆(Gavin Newsom)周五签署成为法律的一项措施，加州将停止在本州监狱系统以及本州的联邦移民拘留中心使用私人营利性监狱。新法律禁止加州惩教和康复部在2020年1月1日之后与一家私人公司签订或续签运营州监狱的合同，从2028年开始，它将完全禁止加州将任何人监禁在私营设施中。

California governor Gavin Newsom signed into law on Friday a measure that would end the use of private for-profit prisons in the state's prison system and its federal immigration detention centers. The new law bars the California Department of Corrections and Rehabilitation from signing or renewing a contract with a private company to run the state's prisons after Jan. 1, 2020, and from 2028 it would completely bar California from imprisoning anyone in private facilities.  source
