这个是 Section 5(b)；还有Section 5 (c) iii:
(iii)  as soon as practicable, and consistent with applicable law, consider promulgating regulations or take other appropriate action regarding the efficient allocation of visas pursuant to section 214(g)(3) of the INA (8 U.S.C. 1184(g)(3)) and ensuring that the presence in the United States of H-1B nonimmigrants does not disadvantage United States workers.

护照上 h1b 签证过期的，不能出境吧，不然进不来。

h1b 是一年一renew的。

不知道会不会之后出个组合拳针对境内的h1b下手，比如审批更加严格，transfer也要按照第一次审批时的标准等。。

对境内的H1B进行操作要走回国立法，总统说了又不算。你没发现上次和这次的禁令，他绕来绕去都只是禁得了班发签证和入境吗

求教：拿到 offer 和 DS-2019 尚没有获得签证进入美国境内的 J-1 Research Scholar 在禁令的范围内吗？

正解！比较有意思的是两处都用了" as soon as practicable, and consistent with applicable law, consider promulgating regulations or take other appropriate action " 具体怎么个practicable ，需不需要立法部门参与，以及怎么实施就不知道了。
